Show donation page
Background / User story
In order to ask our users for support for the development of our product we plan to show them a page that highlights the new changes over the past couple month and includes a donation cta.
What to change
Open the donation page (TBA) for all users of ABP Version TBA via a New Tab notification (see #728 (closed)) in two stages:
Target audience:
- Adblock Plus users (not other notification.json consumers i.e. Adblock)
- Only users with locale other than German and French
- Only users on the version that supports #728 (closed)

Potentially (to avoid popping up the donation page repeatedly due to local storage issues): Only non Firefox users?(We are going to include FF initially, in case we see significant negative user feedback we might stop progressing the rollout for FF instead)
