Add tooltip to filters in DevTools panel

Background / User story

Filters can be quite lengthy and when debugging filters using the DevTools panel, the filter texts are being cut off which means that for a filter such as

you're not able to see the CSS selector at the end (i.e. ##.trc-content-sponsored).

At the same time we could also apply the same logic to the request URL which faces the same problem.
