Hide developer tools filter actions for snippet filter hits
Background / User story
Unlike most other filters, there are no exception rules for snippet filters. Therefore clicking on the "Add exception" filter action button in the developer tools panel, has no effect.
Furthermore, we expect to no longer be able to receive the URL of the frame that the filter is applied to, after integrating the SDK. This causes the UI to break due to an error being thrown, when attempting to prepare the filters for those filter actions, if there is no URL.
Therefore we should not show any filter actions for snippet filters.
