Sitekey filters don't seem to work after reload on SDK 0.2.1

Environment

• Browser and full version: Chrome Version 101.0.4951.41
• Extension using this toolkit: ABP 3.13
• Commit hash: SDK 0.2.1 release

Steps to reproduce

1. Load ABP 3.13 latest build
2. Make sure ABP filters, EasyList and Allowlist are enabled
3. Open page cook.com
4. Hard reload the page

Actual behavior

• After step 3, there's a sitekey filter hit and acceptable ads are displayed.
• After step 4, there is no sitekey filter hit and Acceptable Ads are not displayed

Expected behavior

After both steps 3 and 4, there should be a hit for the allowing filter @@$elemhide,sitekey=MFwwDQYJKoZIhvcNAQEBBQADSwAwSAJBAL/3/SrV7P8AsTHMFSpPmYbyv2PkACHwmG9Z+1IFZq3vA54IN7pQcGnhgNo+8SN9r/KtUWCb9OPqTfWM1N4w/EUCAwEAAQ and Acceptable Ads should be displayed
