Implement element hiding debug mode

Hint: Currently ABP supports that by executing the following code on the options page console:

chrome.storage.local.set({"pref:elemhide_debug": true})

After that, go to https://testpages.adblockplus.org/en/filters/element-hiding and add the test filters. You should see the collapsed elements highlighted with orange squares with red borders.
