Add new recommended filter lists
Background
As part of ui#701 (ABP 3.11, release-2020-1), we are adding "Fanboy's Notifications Blocking List" and "I don't care about cookies" as recommended lists. The needed changes in the subscripionlist repository have been made already (see FDA-1587 (internal) and FDA-1748 (internal)) now we need to make the lists available through core.
What to change
Run npm run update-subscriptions and commit the changed files.
