Add 'encoding' command line parameter to sfm-sniffer

Currently, sfm-sniffer assumes SFM file is in utf-8 format.

Be a good citizen, and allow other formats to be specified as a command line option.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
