Unclear what to do about stopped instance on instance list page

See ACCESS ticket #167516. Instance is stopped. Community member is on instance list page. It's unclear that there's an instance detail page (which you access by clicking on instance name). So, there's very little information on the page, it's unclear what the status of the instance is, only that the interactions are not working.
What would success / a fix look like?
- Maybe make entire item in data list clickable.
- If instance is in a non-active status, maybe display a button on the instance list page to start/resume/unshelve, whatever makes it active again.
Granted, this ACCESS ticket is a sample size of 1, and community member eventually figured it out. Maybe we see if others get stuck in a similar way before prioritizing a fix.
