Follow-up from !247: "Require confirmation before performing destructive actions"

Things to address following !247 (merged):

• ServerAction and ActionType were moved out of OpenStack.ServerActions into Types.Types, we should do the circular dependency resolution needed to bring these back out in the OpenStack module.
• Bulk server "Delete" button still doesn't ask for confirmation.
• Anything else?
