Update Wiki Docs for Rosdeps

Issue

Context

Galactic is EOL and the wiki install command fails

Problem or idea

Failing to include Galactic in Rosdeps causes an issue with building EUFS. Changing rosdep update to rosdep update --include-eol-distros will include Galactic during the update so EUFS will build successfully.
