branches and tags deleted in SVN reappear with reposurgeon
In the GCC repository conversion, I'm seeing many tags and branches that were deleted in SVN reappear in the results of converting with reposurgeon.
In gcc-conversion merge-request 17 I removed all the tag deletion commands that should not be needed because the tags in question were already deleted (or moved) in SVN. After that, for example, the converted repository has 924 tags whose names start "libc-". But svn://gcc.gnu.org/svn/gcc/tags has no such tags (they were removed, or at least most of them were, in GCC commit r106023). None of those tags should appear in the converted repository. A similar issue applies to branches. For example, gomp-20050608-branch wrongly appears in the conversion, but it was moved into branches/dead/ in r112088 (the conversion should have only the dead/gomp-20050608-branch name, not the name outside dead/).
