Branches with no commits being deleted
In the GCC conversion, I'm seeing reposurgeon failing to put a branch in git where the corresponding SVN branch had no commits after creation. There are cases where the creation commit was an exact copy (e.g. ttype5) and cases where the creation commit was more complicated at least in SVN (e.g. pchgc-branch). In both cases, my expectation is that a branch present in SVN at the current revision should also be present in git unless explicitly deleted; it shouldn't make any difference whether or not there were any commits on the branch after it was created, an accurate conversion from SVN to git means the branch should be present in git.
