DPA Guide is Broken in multiple places

Summary
I was unable to follow this guide because of the following issues.
Context
The Binder tutorial is unable to launch. The DPA Contest v2 URL is broken. Instead, I looked for the "DPA_contest2_public_base_diff_vcc_a128_2009_12_23.tar.bz2" archive online and found this website.
After downloading the parts, concatenating them into the full .tar.bz2 file, and then untarring with "tar -xvjf", I got a list of a bunch of CSVs. There are no files with a "*.bin" extension, and csv is not one of the supported trace formats.
Let me know if you have a workaround, but either way, this documentation is out-of-date.
Proposed structure
The primary issue is that I don't know where to download the binary trace files from. It would be helpful if the files needed for the demo were tracked in this repo, and installed in my Python environment during the "pip install".
