Whitebox monitoring: initial setup

• Alerts from the on-cluster Prometheus should be relabeled with app: gitlab, so that they propagate all the way to Telegram
• Once an alert for Watchdog pops up there, the relabeling configuration should be fixed to exempt that one alert
