Improve the tooltip of the camera restriction policy

Description

The Allow use of camera restriction's tooltip needs to improve as follows.

"Untick to disable the camera. On BYOD enrollments, this restriction will only work if the Android version is below 10. It will work on any device and any Android version on enrollments, COPE/fully managed/dedicated/COSU"

Suggested Labels:
