option to keep GPS on between fixes

Instead of telling the system to get positions at the given frequency, it can be asked every second in order to keep the GPS on (or active). Then new positions can be ignored until enough time has passed.

This is optional and can be set for each log job.

This will increase battery usage but will also make positions more accurate and probably improve the frequency precision.
