version bump needs a tag, so it can go to melpa-stable

newest tag 0.3.1 is confusingly version 0.2.0, while master has been bumped to 0.2.1

(Perhaps next time the version should be bumped to match the tag, ie. version 0.3.2 and tag 0.3.2?)
