Fixup failing precheck-shared-aptly pipeline job

Change the debian/changelog to play nice with the precheck-shared-aptly pipeline job checks to fix the pipeline failure. Take the extra steps to make things clear that the main branch is a development branch by clearing out old changelog entries, leaving only one blatantly bogus one. This entry uses the UNRELEASED release in order to properly exit the precheck-shared-aptly pipeline job.
