Align elxr stig rules with ubuntu2204 in ssg 0.1.75

As we were developing the full eLxr rules based on version 0.1.73, Ubuntu has now upgraded to the latest version 0.1.75. To align with the same or similar behavior, we cherry-picked partial rules from version 0.1.75.

Please see the statistics of the rules changes as follows:

Backport 12 new rules from the upstream

Remove 7 rules from elxr stig.profile Add 15 rules to elxr stig.profile

Test Plan: PASS: No new error or fail with "--remediate" in the second run.
