Improve incidents view

• Implement actual pagination instead of just loading the first page
• Make the date between incidents more visible so it doesn't look like incidents are happening sequentially
  • Visualizing long time gaps easily is the goal
• Consider opening a websocket for live updates
• Distinguish the currently ongoing incident
