Vlan Manager support

Hello,

I have a requirement for a customer to automate IP reservation based on vlan data registered on their IPAM. As the Vlan Manager is currently not included in the service mapper, i have forked the project to include the relevant services in a feature branch.

As Merge Request are disabled on this repository, let me know how you would like to handle this. I did not write the documentation yet, but could consider it if you open the merge request feature (or list me as a contributor in your settings).
