Add code of conduct

This is a proposed Code of Conduct for the group, which intends to be applicable both on the mailing list, and to our meetups, and anything we do "as EdLUG."

It will be applicable only from the moment is is merged to the main website, and will presumably cease to be applicable once removed from the website.
