Identify if the connection pool was already initialized

Calling initialize-connection-pool a second time leads to the error 'Connection pool already initialized!', but not before all initialization logic was executed.

There shall be a method to verify whether the connection pool was initialized. Also calling initialize-connection-pool a second time should not lead to an error; rather it should emit a condition and allow to continue without re-initializing it.
