Remove unnecessary scheduler warning

This removes a warning in cases where Jacamar suspects the job is missing SCHEDULER_PARAMETERS. Though there may be value in some cases for this, there exists an ever increasing ranges of use cases where this warning would be considered invalid. I'm choosing to remove this to avoid potential confusion.
