Provide a central site config form

As a site owner, after installing a fresh site, i want to have the (say 5-10) most important site settings on a central site config form.

When provisioning sites, i always do the same 5 settings, which are spread all over config pages.

Make a module that provides such a form with:

sitename&slogan
user registration mode & contact form
Country, first day of week, user locale customization (at least until we have some sort of auto locale customization)

Code it. (How far is "automated config form generation"?) (I eventually will work on this but this still may take some weeks...)
