we should now be the same as drutopia_dev_template

This makes it easier to do contrib development for Drupal & Drutopia,
producing nicely formatted release notes with links to contributors and
to commits (configurable via flags so that we should be able to link to
GitLab users and commits if we prefer, but maybe best just to stick
with Drupal.org defaults.
