Sync user account with backends

Issue #3144834 on drupal.org by jurgenhaas.

First of all, there needs to be a mechanism to decide which Drupal user gets an account on which of the helpdesk backends.

Then, this module needs to initially and permanently keep the user accounts in sync by responding to user CRUD actions and also provide a sync-all command.
