`drupal/kint` is currently reserved as a devel submodule

https://www.drupal.org/project/kint has been released with the unhelpful package name: composer require 'drupal/kint-kint:^2.0'

There hasn't been a kint submodule in devel since af139cf6 but that's what composer is directing to. Is there a way to fix this name conflict?
