Recommend release 5.1.2

Problem/Motivation

Version 5.1.2 was released in June 2023. But, the 5.0 releases are still marked recommended by maintainers.

Proposed resolution

Determine if latest minor release is recommended by maintainers, and mark it so. If not, perhaps some details about why might be shared here, and a list of tickets to address concerns.
