Group filtering for teacher/non-editing teacher

Now, the teacher/non-editing teacher can filter by (and see) all the student groups. We want to change it like this:

• change permissions in a course (full management cannot contains teacher, i.e. create new permissions for teacher),
• full management can filter by all the groups (as it is now),
• the teacher/non-editing teacher can filter (and see) only by groups where she/he has role of teacher.
