Find alternative way to pay stipends to HIR

A few of the hackers have been receiving less than $200 as a stipend.

In particular, Taro received $150 only instead of $200.

According to Pilot support team, this may be because of bank fees.

Since we have an agreement of sending $200 a month to the hackers, I suggest we find an alternative way of sending the money.

A potential option would be WORLDREMIT.
