Create performance management framework
The timeline on this issue is tight, but it's important that we have something in place prior to the end of 2021-Q1. Below is the target scope and schedule, but we will adjust if necessary in order to have this done.
Target Scope
- 1-3 Team-level OKRs per function
- 1-3 KPIs per function + other PIs if needed
- 360 review complete for Heads of Eng + CS (so they can begin doing with their teams) → is this the right place to start?
- 360 review process sketched out so that all will be complete in 2021-H1
Target Schedule -- OKRs and KPIs
- 02-23 CEO present overview and scope to team
- 02-24 CEO shares company-level 2021-H1 OKRs and KPIs (i.e. goals for 2021-06-30)
- 02-26 Each function writes and reviews first draft of OKRs + KPIs with CEO
- OKRs are phrased as GL epics, and will be reported with health status
- KPIs are phrased as a page in handbook, with a link to a dashboard at function lead's discretion
- 03-02 Discuss at strategy team meeting Q&A from review of team-level OKRs
- 03-09 [if needed] Discuss second draft after week of async revisions
- 03-16 Team OKRs have been reviewed with teams (with CEO joining team meeting) and published to handbook
- 03-23 Function leads begin including KPI and OKR updates in their sprint updates

- 03-02 Select a tool & framework (and see if other input is needed)? @cecilia11
- 03-09 Refine first set of questions / CEO + Function Heads
- 03-16 Request 360 input for 2 function heads
- 03-23 CEO delivers reviews to 2 function heads
- 03-30 Collect feedback on process; iterate and roll out to rest of company

- 04-27 Managers have written performance reviews; discuss with CEO
- 05-04 Managers have delivered performance reviews to team
- 05-11 Receive feedback on process and refine in handbook for next year
Note that compensation review policies are not in scope of our initial performance framework.

Add note about reporting OKR status on strategy call. Green requires no discussion; yellow status should include a quick note on what's being done to help adjust, and whether it would be helpful to brainstorm with rest of team, usually to come up with ways to reduce scope or iterate faster; red usually should warrant discussion -- are there ways to help and/or do others have dependent plans that may need to adjust?
