As an admin I want to be able to search for a user by either their primary or secondary contact details (email, phone number, etc) so I can locate a user more easily

Engineer checklist:

• Find user using any of the listed phone numbers in their accounts
• Find user using any of the listed email address in their accounts

Stakeholder checklist (same list as Engineer checklist):

• Find user using any of the listed phone numbers in their accounts
• Find user using any of the listed email address in their accounts

Stakeholder checklist is used for signoff on the issue.
