Use ConfigParser when python version > 3.2

Since python 3.2 SafeConfigParser has been renamed to ConfigParser.

Happens on F25 Xorg session. Should have no influence on using wayland
or other distributions.

The Logger class must define self.fileName in its constructor, although
it will be in most cases overwritten/not used. In some specific cases
like changing config.logDebugToFile settings after constructing of the
Logger class, an inconsistent state can occur if no self.fileName is
defined.

Some comments were added as well to make the code more readable (as it
is not very self-documenting).

This reverts commit 4a3fab3f.
