In this commit, I have fixed the index EULA route not being generated. I
also moved the EULA files into the Admin namespace.
I added seed data for the TOS and made the TOS viewer grab the most
recent TOS.

Finally, I modified the admin user profile page to use links where
appropriate instead of buttons, as some actions should display the link
instead of hiding it via a button.
