Choose which bankruptcy condition applies to each type of agent

It would be useful to be able to select the bankruptcy conditions for each type of agent independently.

Examples:

• A consolidated government+central bank agent should be able to not go into bankruptcy even with negative equity
• A Household's net worth becomes negative when it takes a mortgage to purchase a house, and the price of a house drops significantly after purchase

In both these examples it would be useful to be able to ignore the negative equity bankruptcy condition for the relevant agents
