verify inline-signed messages with `sop inlineverify`

How does one verify a signed, but not encrypted message? Is sop decrypt appropriate?

Over in sequoia-pgp/openpgp-interoperability-test-suite#10 (closed) Heiko argues that a decrypt operation should fail if the message is not encrypted.
