Add custom symbols list to GDX

  • project_variable.csv a new key save_all_symbols
  • This key can be yes or no
  • If no, only the symbols in reporting_symbols.csv will be dumped to the GDX
  • This feature makes smaller GDX files with selected symbols and all sets of the gams model.
