Not a release.  The tree says 8.4.0snapshot and the branch release-8.4.0 goes
on moving; this tag is a fixed point to build a Debian package against.

Build fixes for packagers since 8.3.2: tools looked up in PATH rather than by
the path configure found, install named without a path, the manual installed
as data and a file at a time, autoloads written where make runs, info skipped
where there is no makeinfo, install-info guarded, SOURCES naming files that
exist, and no vm-cus-load.elc asked of an install that cannot have one.
