WebAssembly Target Support

Summary

Ensure the URI library compiles and functions correctly when targeting WebAssembly (wasm32-freestanding, wasm32-wasi).

This requirement is documented in the README.md roadmap under v1.0.0 - Stable Release but was not tracked by an issue. The README incorrectly references this as #26.

Requirements

• Library compiles for wasm32-freestanding
• Library compiles for wasm32-wasi
• All pure-parsing functionality works in WASM
• CI tests include WASM targets
• Document any limitations in WASM environment

Acceptance Criteria

• zig build -Dtarget=wasm32-freestanding succeeds
• Core parsing tests pass under WASM runtime
• Documentation updated with WASM usage instructions
