Streaming URI Parser

Implement a streaming/incremental URI parser that can parse URIs from a byte stream without requiring the full input to be available upfront.

This requirement is documented in the README.md roadmap under v1.0.0 - Stable Release but was not tracked by an issue. The README incorrectly references this as #25 (closed).

Requirements

• Parse URI components incrementally as bytes arrive
• Support partial parsing with continuation
• Memory-efficient for large inputs
• Compatible with Zig's io.Reader interface

Acceptance Criteria

• Streaming parser produces identical results to batch parser
• Works with network streams
• No unnecessary buffering
