timezone/5025-update-remote.test test uses a service from bedework that no longer exists

This test tries to run scripts/tz-update.php to fetch timezone data from http://dev.bedework.com/tzsvr which no long works. Do we want to continue to be able to fetch TZ data? If so, we need another source.
