Should primitives provide a get_hyperparams method?

So that caller can easily get back hyper-parameters passed to the constructor, instead of having to remember them.

If #13 (closed) is adopted, then this is really easy, because one has to just pass back the whole value. If not, then primitive would have to store all arguments passed to the constructor.
