Add support for LUPI datasets and problems

Once these are merged:

• https://gitlab.datadrivendiscovery.org/d3m/datasets/merge_requests/17
• https://gitlab.datadrivendiscovery.org/MIT-LL/d3m_data_supply/merge_requests/15

We should update core in this package to support those changes:

• suggestedPrivilegedData column role should be mapped to https://metadata.datadrivendiscovery.org/types/SuggestedPrivilegedData semantic type.
• Problem description should read in privilegedData.
• Problem description schema should be updated as well.
• Reference runtime should set https://metadata.datadrivendiscovery.org/types/PrivilegedData on columns from the problem description.
