Transform Plate Coordinates to CIRS

The GM1000 (and probably all others) use CIRS units. J2000/ICRS is an option but it is simply a display, internally it still uses CIRS. In other work I have cross correlated calculations from ICRS to CIRS and it matches the mount's output exactly.

This will provide more accurate models as the positions we are telling the mount are more accurate 👍
