One note about an edge case that may surprise you. The 59th second of the last
minute in any period that you specify will *not* be considered part of the
period. We think this will not be a real world problem, but something you
should know about.
You can specify the `OffPeakTimezone` e.g. `"Australia/Sydney"`. If you don't,
the system setting of the host machine of every runner will be used. This
default can be stated as `OffPeakTimezone = "Local"` explicitly if you wish.
