Create backend development server

Create a server that the developers can use for demonstrating the capabilities. Should have 500GB of storage in order to support the package libraries of apt, pacman, and dnf.

Server should be virtual and employ snapshots so that we have the ability to backup code.

Needs: git build tools for RPM, tar.zst, and deb packages repo build tools ssh access.
