Functional tests skipped on Rocky Linux 8

In latest CI jobs, all the functional tests run in Rocky 8 are skipped. https://gitlab.com/dalibo/pglift/-/jobs/8904830658

In general, I think that if all the tests are skipped, this should be considered as a failure. I detected this because I figured out that those tests finished abnormally faster than usual on a MR I was working on.
