Artificer flamethrower base damage lowered

Expected Behavior

level 1 flamethrower does 11 damage per tick

Actual Behavior

level 1 flamethrower does 1 damage per tick

Steps to Reproduce the Problem

Start an unmodded match on artificer and use flamethrower
Enable mod and start a match with artificer and use flamethrower
