Solarized Dark border color is off

I have a strange issue where the border color for Solarized Dark is much darker than it should be, thus it's hard to follow the mouse over a dark background.

As a background, I am running Sway on Arch Linux. I built a new computer and copied the old icon folder for Simp1e-Solarized-Dark. On the old computer (also running Sway on Arch) the outline of the cursors was the proper 'lighter' color. But on the new computer it is darker. I redownloaded the icon package assuming there was something wrong with the existing folder that I copied. But it remains the same.
